Ashlee Tziganuk with the Morrison Institute will review state and municipal-level legal barriers to affordable housing. State-level legal barriers in Arizona include laws like preemptions on rent control, inclusionary zoning, and short-term rental regulations. Municipal-level legal barriers predominately center around exclusionary zoning, with development standards around height, density, and parking increasing the cost of housing. Potential solutions to these barriers will be discussed by all presenters.
Bob Workman, R.L. Workman Homes in Sierra Vista, will share a developer’s perspective on how these barriers and the housing market impact developers seeking to build more affordable housing, specifically in Arizona’s rural communities.
Jerry Stabley, recently retired Community Development Director for Pinal County, will provide some insight into planning methods to increase housing stock.
