About Presenters:
Rory Juneman, Partner
Mr. Juneman practices in the area of real estate, zoning and land use planning, with a focus on sustainable developments. His representation includes compliance with local, state and federal land use regulations, including zoning and subdivision ordinances. He has extensive experience with land use entitlement processes and hearings, and negotiations with local jurisdictions, agencies and neighborhoods. He has represented clients before various jurisdictions’ Boards of Adjustment, Planning Commissions, Design Review Committees and governing bodies for a variety of development approvals.
He has negotiated development agreements, neighborhood/community benefits agreements, economic incentives, and impact fee credit agreements. He has worked with local jurisdictions to draft zoning ordinances and has helped draft Planned Area Developments. He also assists clients to work through the development approval process with development services departments, including obtaining zoning determinations and approvals.
Robin Large, Senior Land Use Planner
Ms. Large was born and raised in the Tucson area. She has over 15 years of community planning experience, encompassing both the public and private sectors, managing large- and small-scale planning projects, leading multidisciplinary teams and negotiating with stakeholders throughout the planning process. Her professional experience includes: preparing planning documents and entitlement applications, such as Planned Area Developments (PADs), specific plans, rezonings, land divisions/consolidations, variances, use permits and development plan submittals; performing due diligence research and site analysis; reviewing proposals for local, state and federal regulatory compliance; drafting ordinances for development procedures and land use controls; and leading community outreach and consensus‐building efforts through neighborhood meetings and planning charrettes. Robin also served as a former Planning Commissioner for the Town of Oro Valley.
During the economic downturn, Robin returned to school and launched a new career in nursing. For the last 4 years she has practiced as a registered nurse in the intensive care unit of a local hospital. Although she loved her work in healthcare, she missed planning and the opportunity to create community. Joining Lazarus, Silvyn & Bangs, PC was the perfect opportunity for her to return to land use and planning.
