APA AZ Southern Section - Summer Law Session

The Southern Section will be presenting a free virtual Summer Law Session on July 9th from 12:00 to 1:00 pm via Zoom. We'll be joined by attorney Tim Kinney to discuss a broad range of topics related to statutory regulation of zoning and land use in Arizona. We will examine the differences between statutory regulations for counties, and incorporated municipalities, and will present zoning and land use case studies of both. 

In addition, upon completion of this session, attendees should be able to:

  1. Understand the basics of rezonings, non-conforming uses, special exceptions, and other land use controls.
  2. Distinguish the difference between quasi-judicial and quasi-legislative outcomes.
  3. Understand the basics of how municipalities annex land.
  4. Determine how the State of Arizona regulates specific uses, including religious, educational, mining, and agricultural uses. 
  5. Discuss recent judicial interpretations of zoning regulations.

Tim Kinney

About Tim Kinney:
Tim has experience dealing with a wide range of complicated legal issues and specializes in compliance with local and state land use regulations, entitlement issues, real estate transactions, and negotiating public/private partnership agreements. He has represented many clients throughout Arizona on land use, zoning, real estate, and administrative law matters. Tim currently serves as the Vice-Chair of the City of Tucson Planning Commission and also sits on the board of the Tucson Industrial Development Authority. He previously served as chair of the board of local Tucson nonprofit Literacy Connects, chair of the Urban Land Institute’s Southern Arizona Committee, and volunteered with Lawyers for Literacy.
